I can't find the document I am looking for

If you can't find a specific document and you cannot find it in the library, send an email to the Editor at editor@cto.int suggesting this document. We may be able to obtain permission from the publishing organisation to host this document in the library.

How are search results sorted?

The search results are sorted alphabetically by the primary publishing organisation and then by author.
By the nature of database used, documents without a categorised primary organisation will come
to the top of the list.

Can I use documents in the library for commercial purposes?

In short, no. The ICT Development Digital Library is a free-to-view, web-based resource. The publishing organisation of each document has granted specific permission for each individual document to be hosted in the Digital Library. No commercial transaction shall take place between either the CTO and the content provider or the user. Permission to republish or distribute any document/s or part of any document hosted in the library must be sought from the publishing organisation. The types of document hosted in the Digital Library are those which are:

  • published in the public domain;
  • are not confidential or restricted in any way; and
  • free-to-view.


How can I publish my document through the Digital Library?

We welcome requests from partner organisations wishing to make their documents available through the Digital Library. Please contact the Editor at editor@cto.int
